[SpeedGrader] Move "Submit Assessment" to the Left

Problem statement:

When in SpeedGrader, the "Submit Assessment" button is in a very inconvenient area - to the far right of the screen.

Proposed solution:

Moving the "submit assessment" button to the left would alleviate the need to shrink student work or deal with the manual hassle of too much scrolling.
