[Speedgrader] Add access to comments library in grading pane

Problem statement:

I am constantly writing out the same comments in the grading pane (not the comment pane) in pdf assignments. This is tedious and repetitive.

Proposed solution:

[1] Allow access to stored and saved comments on the grading side in Speedgrader. or [2] Allow us to create custom stamps comprised of symbols (check marks and x's) and short text strings so that we can just click once and add a comment.
