[Speedgrader] Add "submit on student's behalf" to SpeedGrader interface

Problem statement:

"Submit on student's behalf" is currently only available in the grade book. When "speed grading", if I find that a student has submitted a photo (.heic) that I have to convert to view, I have to exit speed grading in order to submit on their behalf. I know that I can limit the file type in the initial submission, which I might do, but sometimes, I'm happy to see the work submitted at all and am fine to convert the files for the students and submit on their behalf. It would save time to be able to do this within SpeedGrader.

Proposed solution:

Add "Submit on student's behalf" to the speedgrader interface.
