[Speedgrader] Different text should be shown in Speedgrader when assignment has no submission
Canvas assignments can be set up to take submissions for direct marking, as well as to explicitly NOT take submissions but still have a rubric attached. A good example to illustrate the two types might be a "report" mark and a "performance" mark. If a report is supported to be submitted but the student hasn't done it yet, Speedgrader says "This student does not have a submission for this assignment". This is good, Canvas is telling the marker what they need to know. When the marker goes to provide a performance mark, which is not supposed to take a submission, Speedgrader ALSO says "This student does not have a submission for this assignment". This is bad, because it is not clear from this page that this is the expected case and the marker should proceed to open up the rubric and provide marks directly. This is not a hypothetical problem — each semester I have project supervisors directed to provide "Performance" marks who write back to me to say that the students haven't submitted anything yet.
If an assignment is set up not to take a submission, Speedgrader should say something like "This assignment does not have an electronic submission requirement." It would be even better if we could set a toggle to have the rubric automatically opened, so that the markers can see exactly what to do when they first visit the page.
