[Speedgrader] New comment box for assignments too tall

Problem statement:

The Comments box for assignments is too tall.  The larger box requires scrolling to get to the comment "submit" button.

Proposed solution:

Make the box smaller vertically and/or all it to grow when text entered into the box.  Allow the expansion of the vertical height of the box with a handle as was possible before.
