[Studio] Allow Admins to delete 'abandoned' videos

Problem statement:

Problem statement: There are videos in Studio where the owner has left the institution and the video still resides in Studio. Faculty member leaves due to retirement or other employment and the videos still reside in our instance of Studio.

Proposed solution:

Problem proposed solution: Allow admins to delete videos from Studio.
