[Studio] Please add 'Chapter' functionality in Studio

Problem statement:

Some videos are quite long, and for review purposes, as well as for finding the particularly relevant segments, users need to listen to the video perhaps on faster speed, or scroll through using trial and error.

Proposed solution:

We have seen tools such as YouTube and Stream on SharePoint include the ability to add chapters into videos, aiding users to find segments of video that are particularly relevant to them. This functionality would be especially helpful with longer videos.
