[To Do] Ability to Turn off "To Do" and "Coming Up"

Problem statement:

It would be helpful to somehow be able to turn off the "To Do" & "Coming Up" for specific courses. Problem: We have people that have been added to courses purely to be in the know of what is going on in them. We have many different reasons for this but a common one is that someone might be teaching the 200 level of the course and wants to see what is being taught in the 100 level (course before theirs). Many times we add these people as observers since they really are not part of the class and do not need editing abilities. Sometimes we add them as a designer or teacher depending on their exact needs. In all cases, these people see all the "To Do" and "Coming Up" items regardless of them having notifications turned off or the calendar for that course disabled. I thought maybe the designer role, while not ideal, would not see those items since they can't submit or grade them but they still do.

Proposed solution:

Possible solutions: Be able to toggle off the "To do" and "Coming up" items per course (maybe in the notification area). Have them tied to the calendar, so that if a calendar is turned off, so are those items. Or, have the ability that there is a role that people could be enrolled as that would not include those features.
