[ePortfolios] Option to set Rubrics in Portfolium to Read Only

Right now there is not a way for an administrator to disable the use of a rubric. If there are curriculum changes, both the new and old rubric are available for faculty. administrators cannot disable or hide rubrics from view.

There should be an option for administrators to set rubrics to read only. This ensures that the rubric cannot be used in future courses.
