[ePortfolios] Provide for Admins partial search in User Directory

Problem statement:

In the Canvas ePortfolios User Directory: https://edu.portfolium.com/network/users, only exact searches of first names, last names, and email addresses are accepted. For example, to search for John Smith's email address, I must type exactly john.smith@myschool.edu and could not partially search smith@myschool.edu. Exact search restrictions limit the flexibility that partial searches provide.

Proposed solution:

Allow partial searches to provide flexibility in listing groups of users in different scenarios, thus avoiding downloading a user directory and opening it into a spreadsheet to extend search scenarios.
