[ePortfolios] Setup up at Sub-Account level

We would like to be able to turn off ePortfolios at Root level but be able to select it at sub-account or course level. 

We have been spammed by a number of people gaining access to the e-portfolio when they commence enrolment in Canvas and would like to be able to turn it off at this entry level - the root level.

There are programs that do need this access and we would like to be able to turn on ePortfolios at sub-account level instead - i.e. they only get access for particular courses or for a whole Faculty.

Please can access to e-portfolios be turned off at the root but opened up at a sub-account or course level.
