[Rich Content Editor] Add tabs and accordions options

Problem statement:

A lot of content and scrolling on one page can overwhelm learners. Adding HTML code for tabs and accordions using the Canvas HTML editor does not always result in tabs and accordions that are fully accessible to screen readers or keyboard navigation. Different code snippets are being shared among Canvas users, and not all are accessible. Adding accessible code can require the Canvas admin to add custom JavaScript to the entire Canvas instance. Adding content into HTML tabs and accordions challenges many Canvas users who are not comfortable working with code.

Proposed solution:

Add buttons to the Rich Content Editor for tabs and accordions. Why? 1) accessibility, and 2) ease of use.

Further details about accessibility and ease of use:

1. Accessibility - The Canvas development team can ensure these elements are accessible before adding them to the RCE, reducing the frequency of instructors who copy/paste code for tabs and accordions into the HTML editor and create tabs and accordions that are not accessible to their students.
2. Ease of Use - Many instructors are not comfortable using HTML code, so including buttons for tabs and accordions in the RCE would make these design features available to more users.
