It may depend on the way the teacher is embedding and uploading these files. There are a handful of ways to bring them over and not all files are setup for download. However, if you can download it on a browser but it doesn't work in the app, you may want to try clearing the cache on your app and/or browser.
In Chrome
On your computer, open Chrome.
At the top right, click the three dots
Click settings and then Clear browsing data.
At the top, choose a time range. To delete everything, select All time. I suggest at least 4 weeks
Next to "Cookies and other site data" and "Cached images and files," check the boxes.
Click Clear data.

If none of that makes any changes, you may just need to download files on a browser. Not everything on the browser works 100% the same as it does on browsers. This is due to responsive design and the need to change the layout and interactive features when the screen has small pixel sizes. Some features just aren't on the app. If that's the case, you can open a idea for it:
