Adding Admin user

I have created a new user and added them as an admin.  They have not gotten the email and when I try to access the user I get and access denied message.  

I must have missed a step, but I have added users as admin before this and have not had an issue.

Maybe a call to Canvas Support would be the next best option for you?  If you end up chatting with them, please come back to this thread to post an update so we know how they were able to help.
