The Instructure Community will enter a read-only state on November 22, 2025 as we prepare to migrate to our new Community platform in early December.

I've found that Assigning content (Assign To) to students still allows those via Public and Institutional Visibility (Course Visibility) to see content. In my testing, this happens with Module visibility as well as Content in a module.
I'm wondering if this is intended or not as this allows students outside of the course to see content hidden from students enrolled in the course.
The article doesn't share any light on this.

No, I firmly believe this isn't intended.
Have you by chance reached out to Canvas Support? I just tested this in my own instance and I see the exact same thing you're seeing.

No I haven't reached out to support as I was unsure if this was intended or not. Glad to hear from at least one other person they can see what I'm seeing!

A ticket has been submitted to Support. Will update here if there's any outcome.
L2 Support has gotten back to me saying that the feature is working as intended, that the aforementioned documentation clearly states the limitations and that they 'don't see any good reason why users would set a course to public or institution yet expect only parts of it to not be set'.
The recommendation is to use the default 'course' visibility if you want content for specific users (Assign To feature).
