I need 1 student in my course to resubmit his file. I don't want the other students to be able to submit multiple files because this creates chaos for me as an instructor. How can I do this.
Sometimes I want to be able to reassign the assignment to a student when I want to give them an opportunity to improve their grade.
Same system, different use cases. How do I do this?

Yeah, this is one of glitches with Canvas that has been repeatedly discussed, but the Canvas Development Team ignores. I REALLY wish that someone would fix this, but they won't. I've certainly written enough about it in the past to no avail.
So, the best solution is to wait until the "until date" is passed. Then open up a new Assignment box for that student and change the number of submissions to "2." Yes, the other students will see the "2," but they won't be able to resubmit anything.
@ElizabethGarza1 Has the due date for the assignment passed? If so, you could add an Until date for availability, limiting any students from making a submission, change the allowed number of attempts, and use +Add to add a differentiated due date for the single student. They should then be able to make a new submission without other students doing so and nothing will look different to the other students.
