BigBlueButton enabled for students in *Groups but not Courses?

I see that in the Admin > Permissions view, I can disable the ability for students to create web conferences in Courses. This is valuable, since I don't want students in group project courses to create a conference and unknowingly invite the entire course.
I have found, however, that disabling web conference creation for student roles at the course level also prevents the ability of students from creating or starting conferences in their Groups space - which is precisely where I would want them to create their own conferences.
Am I missing something or is this expected behavior from Canvas?

Hi there @bohanlon ,
Yes, disabling this permission will fully remove the student's abilities to create conferences in all spaces in Canvas. Since this permission doesn't have sub-options like some of the other permissions do where you can control where new conferences can be created, disabling this permission from the student role means you're fully eliminating their permission to create any web conferences.
You are able to see more detailed information when clicking on the what it does header in the slide out information box.
