Blueprint "Locked: no attributes locked"

One of our shell courses edited their page instead of the blueprint page and broke the sync. Normally we go to the blueprint and click the LOCKED button to fix this, but currently when we click it on the affected page it says "Locked: no attributes locked" and won't stay locked and won't override the blueprint page into the shell course. Any fixes?

Someone with Blueprint rights needs to go to the course settings of the Blueprint course and update the General Locked Objects.

I can't seem to find that. Is that under Settings, Course Details?

edit: I couldn't see it because I didn't have blueprint rights, but someone higher than me adjusted the setting and that fixed it!
