Is there a way to disable the "drop this course" option in a self-enroll or manual enroll course?

I don't think it's possible out of the box to disable that option when using self-enroll courses. If a user can self-enroll and was not enrolled in the course via an SI integration, they can also drop the course enrollment too. You could likely create custom CSS/JavaScript to hid e the drop button and place it your account theme file, but savvy users could get around those customizations if they wanted to.
