No, it can't. If there's no SIS ID on the existing sections, then the SIS import process has no way of knowing that they are the same sections as the ones in the feed, since the SIS ID is the value that the import process is trying to match on.
SIS IDs are only used by the SIS import process. If a section (or course, or user) is created manually, an SIS ID can be added to the settings after it is created.

Wow. That's just horrible. Why don't they have default SIS IDs for sections based on their names so you can update them or find them later?
