Students submitted papers via a formal Assignment. I'm unable to directly edit the submission?

It sounds like you are asking if you can edit the actual file submitted by the student. This would depend on several factors: 1) Is the file an editable format like Word or Powerpoint. If so, then the answer is yes, but you will only be able to edit within the original software. So, you would need to download the files and then edit in say Word, and then return the file to the student. 2) Are you just trying to add comments to the submission? If so, utilize SpeedGrader to annotate directly on the submission and then provide feedback in the feedback section of SpeedGrader.
