Can students view other group's assignments?

I'd like my students to participate in a jigsaw. Is there a way for students to view other groups even though they aren't members? If not, I'd like to formally make that suggestion. Class Notebook does it by allowing users to set permissions to students. Groups are created where chosen members of those groups have editing rights and the rest of the class has only viewing rights.

Generally speaking, if students are assigned to one group, they will not be able to access the other group(s) in the course for that same Group Set.  If you want to see this implemented in Canvas, you'll need to submit it as a Feature Idea here in the Community.  You can do that by clicking on the PRODUCT menu from any screen here in the Community and then selecting the IDEA CONVERSATIONS menu option.  Then, click on the "Suggest an idea" button.  You'll be able to search for ideas that might already exist as well...or create your own new idea.  Here are a handful of Guides that may help:
