Canvas NOT Reading SCORM Packages Correctly

Recently, I have modified our SCORM packages so that once a student goes through all the content of the package, the status is supposed to stay as open, allowing for free navigation of the content. I modified the code in the SCORM package. Several weeks ago, this solution was working allowing our students to freely go back into SCORM assignments without them resetting and locking everything back down.
Using this same fix, now any SCORM course that I upload is not displaying this expected behavior. No matter what I do, the content resets and locks back down, even after recording completion (grade).
Has anyone run into this? How do you keep your Canvas from resetting your SCORM content once the user has gone all the way through it and received a grade?
