Configure LTI 1.3 app in assignments

I am trying to use an LTI 1.3 app for an assignment. My local Canvas admin configured a developer key OK, and I used this to add the client_id for the app to my course using my instructor privileges. The app appears in the list of configured External Apps, but when I try to create an assignment and select External Tool for the submission type, the app does not appear in the list. Going back to Settings, the configured app lists its placements as "Account Navigation" and "Link Selection". Can anyone please tell me how to make this new app available for assignment submissions?

You'll want to use the "assignment_selection" placement outlined here: Assignment Selection Placement - Canvas LMS REST API Documentation 

link_selection allows you to add items to Canvas modules, not assignments.
