Hi There,
As an admin, when we try to add faculty members to courses, we are receiving a notification that they do not have access or are a new user (which they are not). We have cleared cookies/cache and logged out - and when we did that, have received "error" when signing out and signing back in.
We have reached out to our IT department and they have had the same errors on their end as well. I have attached both images in case it helps. Is anyone else having this issue? We are at a stand still as it is not recognizing users.

Intuitively, I think you have some sort of typo in your IDs. Some things to try. Check you don't have spaces around the email address. Or try adding the person using the logi_id option rather than email.

I saw this from time to time when I was a Canvas administrator at the school I worked at. When I would try to manually add a user to a course via the "People" tab using their e-mail address (which I knew was correct ... and I also knew the person was already created as a user in our Canvas environment), I instead had to add the user to the course either by Username or by SIS ID. Those options often worked rather than adding the user via e-mail address when I got a similar error message (similar to what is shown in your 11.33.58 screenshot).

That is exactly what was happening! I started to use the SIS ID and it would accept the faculty member or anyone to be added to the course. It is so strange that it happens. I am hoping today the glitch is gone today.
