Copying the Same Content Does Not Overwrite

Right now, when copying content, we get a warning message saying that copying the same content as existing content will overwrite the existing content. We use a common course for our department to collaborate, then copy stuff into the courses we use with students. However, I have been finding that when I copy content that has been updated, sometimes it overwrites, sometimes it duplicates. When the latter occurs, it requires me to go in, delete the old content, then fix any links that are supposed to go to that content.
I am not sure why it works sometimes and not others. I am unsure if it is due to a factor on my end or Canvas's end. Is there anyone who might be able to explain why it sometimes does not overwrite the existing page?
