Exclude Participation Setting When Importing Course Content from Another Course

Good morning. We create official course shells for our courses via API. These shells have their Participation setting set to "Course" by default. We are running into an issue where our instructors are copying course content from an another shell whose Participation setting is set to "Term". This results in the official course shell having its Participation setting changed to "Term" as well. Is there any way to stop Canvas from behaving like this? It's really annoying.
