Google Submissions Missing Annotation Tools in SpeedGrader

The speedgrader annotation tools are not showing up for any files submitted through students' GoogleLTI.  Doesn't matter the file type.  Docs, slides, pdfs... The annotation toolbar is gone for all of them.  Seems like people had an issue when "Peer Review" was turned on, but that isn't my case.  Peer Review was never on.  I even tried turning it on and then off but the annotations are still not showing up.  Frustrated on how to leave detailed feedback for students without this feature.

Hello, issues like this that crop up can be so frustrating due to the workflow interruption.  I just tried submitting Google files in multiple ways and checking them in speedgrader.  I can't replicate the issue.  Was it something that popped up recently and has fixed itself or are you still encountering this behavior?
