I am wanting to create a module for specific students to access and not let other students in the course be able to view the module. Is there a way to do this (by not using assignments)?

The short answer is "no." You can't limit module access to a limited number of students. Either the module is published and open to all or it is unpublished. This question has come up many times.
Perhaps there is a way with "Mastery Paths," but I don't have any experience or know-how about Mastery Paths.

@SusanNiemeyer Seems to be correct. I did some testing in my own Canvas site and couldn't figure out a way to achieve this. You can check with Canvas Support but I am fairly certain this won't be achievable.
