How to apply for a full version of Canvas for an NGO?

I did some consulting for a GREAT NGO in Rwanda called Unlock Impact (https://unlock-impact.com/) They'd like to use Canvas to track their students but the free version is missing a few key things they'd like to see (e.g. email triggers as well as a few other things).

This is a very small organization, is there someway I could apply, on their behalf for a grant or a special license so they could have access to the full version?

@ScottJenson  Instructure does not have a program of this nature. 

Could you elaborate on what the organization needs to accomplish that they cannot with Free For Teacher accounts? Specifically, what feature in Canvas does the reference to "email triggers" address?
