@brownnic Your institution may have already tried all of this but if not, the first thing to do is clear your Chrome cache:
Clear cache & cookies - Computer - Google Account Help
This is a common issue that will cause your screen to look like the screenshot you attached. If that does not help, you most likely have an outdated Chrome version so make sure your Chromebook is up-to-date. I am pretty sure that Chromebooks do have a set life so after a certain number of years, they can't be updated anymore. This can cause issues with websites that require a minimum browser version. Here are the current supported browser versions:
