Is there a way for the admin to allow teachers to delete their own manually created courses?

Teachers manually created copies of their courses to work on over the summer. These copies of their courses were then imported into the Canvas course shells generated by our SIS in the Fall of 2021. Is there a way, as an admin, I can permit teachers to delete these course copies and not just conclude them?

Sure!  This settings is under the course role permissions.  You can decide what specific course management options the "Teacher" course role has, and one of those options is "Courses - Delete".   However, there is no option to restrict which courses the teacher can delete, so this might be a permission that you only have enabled on specific sub-accounts like the "manually created" sub-account.
