Leaving frame accurate comments for video submissions

Currently we use a third party website to leave frame accurate comments on video submission (we use Kollaborate.tv).

I don't believe Canvas currently has this option, but I'm wondering how do I see about getting something like this integrated?

Typically you'd want to reach out to the 3rd-party company to see if they could develop an integration or if they have anything in the works.
