Make reading guidelines mandatory

I know there's a way to do this, but can't for the life of me find out how. Many students are submitting assignments without reading the pages that are relevant to that assignment, so their assignments don't follow the guidelines. For instance, if I have a page that explains how to do an outline, how do I force them to read it before they're allowed to submit an outline?

Put the page with instructions and the assignment into their own module.  Then, edit the module to add Requirements and check the box that forces the students to go through the items in order.
