Can, or is, there a feature to add modules to the top of the page instead of new modules being placed at the bottom? Thank you.

Not at this time. Currently, you have to options. I have listed them below.
Method 1: Drag and Drop
- Navigate to the Modules page in your course.
- Locate the eight-dotted handle to the left of the module title you want to move.
- Click and hold the drag handle.
- Drag the module to its new location on the page and release the mouse button to drop it.
Method 2: Using the More Options Menu
- Go to the Modules page in your course.
- Click the More Options Menu (three vertical dots) to the right of the module title you wish to move.
- From the menu, select "Move Module...".
- In the sidebar that appears, select your desired placement from the "Place" drop-down menu. You can move the module to the top, bottom, or place it before or after another specific module.
- If you chose to place it "Before" or "After" another module, select the appropriate module from the secondary drop-down menu.
- Click the "Move" button.
