Need to download xml files in peer review

I (instructor) use peer review for an assignment that is a xml file submission. Students need to download the file to open it in another program, a xml editor, where they can check validity and troubleshoot encoding errors.
That did not work this past semester, and now I understand why (https://community.canvaslms.com/t5/Canvas-Question-Forum/Students-can-t-download-files-in-peer-revie...).
1) If I deselect the assignment setting "anonymity: Peer Reviews Appear Anonymously", will students be able to download the file?
I was unable to test this in "student view", as the peer review feature doesn't seem to work in this view.
2) Open reviews is what I'll have to do if it is not possible for students to download the file any other way.
I would like to have semi anonymity with peer review, is that possible? (reviewer knows identity of peer they are reviewing, but person receiving feedback does not).

Thank you for the input! I just met with my university's course design experts and they could not replicate the issue my students experienced this fall in a demo environment. Their test account students -could- download the assignment when the setting "anonymity: Peer Reviews Appear Anonymously" was ticked, and also when it was not.
They stated the 'Assignment Enhancements feature' was not selected for my course, so this post info should not apply (https://community.canvaslms.com/t5/Canvas-Question-Forum/Students-can-t-download-files-in-peer-revie...). We are stumped.
They advised to leave the assignment set up as is, and I'll see what happens this semester.
