No Rich Text available for Question Stem for Matching in New Quizzes

Instructions for New Quizzes says that Matching questions have the ability to use Rich Content Editor and HTML view. However, I do not see this ability. The first link is broken for me, and the second link presumes access to the Rich Content Editor. Is this an error, and Rich Content Editor is not actually available in this situation? Or do I need to do something to enable Rich Content Editor here?
"In the Question Stem field [2], add the question stem. The question stem contains the question and, if necessary, additional instructions and information. You can use the Rich Content Editor or the HTML view to format and add content to your question stem."
What I'm actually trying to do
I am an admin trying to help a faculty member figure out the best way to set up a quiz with a word bank, where each question stem requires rich text. We're open to Classic and New quizzes. It should be able to be graded automatically. Students should receive credit for each correct answer. Any insights on the best way would be great.
Previously, in Classic Quizzes, I've set up questions similar to this using multiple choice, so that each correct answer gets credit. However, I think that was a clunky solution and I'd like something cleaner if possible.

I just went into a New Quiz that I had already built in a sandbox course that I have. I tried creating a new Matching question within this quiz. When I clicked on the text box for "Question Stem", the Rich Content Editor (RCE) came right up...as seen in my screenshot:
Regarding the broken link in that Guide you linked to in your question... this is something that you'll want to report to the Documentation Team at Instructure so that it can be fixed. (Good find on your part, by the way!) Near the very bottom of this Guide,How do I create a Matching question in New Quizzes?, you will find a round blue oval-like button called "Leave Feedback". Click on that button, and a small form will appear on your screen to fill out. You can give the Documentation Team details on the link that you found that needs to be fixed on this page.
