Quiz outcomes not appearing

I have outcomes for my course created, and they all show in the "Outcomes" page.  I can add outcomes to rubrics without trouble.  But, when I try to align a quiz question with an outcome, not all of the outcomes are listed as options for alignment (maybe 5 out of 100 show up in the "add outcomes" tool").

I originally added all outcomes by importing a CSV file, if that makes any difference.

Any ideas about why this is occurring?

@twier1 Am I correct to assume you are using New Quizzes since you are aligning Outcomes to questions?  Are you sure the Outcomes where added to the course when you imported them and not just the account?  More on adding Outcomes to a course can be found in How do I find an existing outcome to add to a course?
