Is it possible to reopen an assignment for an entire class that doesn't involve going through the moderate process for every single student?

Are you asking about a Canvas assignment or a Canvas Quiz, because there is not a Moderation feature for a Canvas Assignment. In either example, you can add extra attempts for the entire class from the Edit settings for the quiz or assignment.
Assignments: by default, assignments accept multiple submissions unless you limit them by either limit the number of submission or limit by using a due date.

- If you have applied a due date, then you can change that due date on the Edit Details page for that assignment. How do I add or edit details in an Assignment?
Quizzes: When you create a quiz, you set the numbers of attempts your students may make on that quiz. from that same Edit Details page for the quiz, you can easily add additional attempts. See, no need for using Moderate this Quiz unless you are adding the extra attempt for single students.
