Rol para que un estudiante únicamente pueda ver sin participar en tareas y evaluaciones

Necesito asignar un rol a los usuarios que les permita ver el contenido del curso sin poder participar ni editar. He probado con el rol de observador, pero este permite realizar ediciones. ¿Cómo puedo resolverlo? El problema surge cuando hay estudiantes con deudas y queremos que accedan al contenido sin realizar actividades hasta que regularicen su situación.
