how do I reopen a task that was marked unsatisfactory on a rubric?. the student do not want to resubmit.

Are you asking about regrading some submissions that were marked as unsatisfactory previously on a rubric? 

If so, you would just go to speedgrader, locate the student, then use the rubric to regrade their submission.
