Can I set "receiving feedback" as a condition for the student to keep going to the next assignment?

I was not totally sure on the details surrounding what you are asking about here. 

Can we have you explain a little bit more on this? Are you asking about setting a custom status for something like Module requirements or a grade status in the gradebook?

Once we have more information, we can totally try and find an accurate answer for you!

Just to followup with what @ColtonSwapp mentioned. It sounds like you're talking about module requirements/prerequisites. In which case, no, receiving feedback isn't an option for either of those unfortunately. Whether you are talking about a student leaving feedback for another via peer review, or commenting on a submission, or a teacher leaving feedback for the student - none of those can be included requirements for students to progress through modules.
