Is there a way to have students grade assignments by other students and tally all the scores?

Short answer is no unless you give them all "Teacher" permission

Another option you might want to look at is to create "Peer Review Assignments" .A peer review assignment allows students to view each other submissions and leave feedback, however you're (as the teacher) required to assign the final grade
