Hi,
I find the emoji in submission comments annoying as it often gets in the way when I am typing important comments about a student's work. I know I can turn it off under the settings for a course. However, I teach 5 to 6 courses a semester which means each semester I have to do this for each course. Is there a way to globally turn this off similar to how I can change notifications globally? If not, can this please be put on the "to do" list?

No, you will need to do this for each course individually. The only way you can do this globally would be if you are a Canvas Admin and have permissions to edit the feature options. If the feature option is enabled by default, that means your institution enabled it as a feature option for all your courses by default. You cannot do this as a teacher.
Notification settings and course feature options are completely different. Notification settings are related to your specific user account as a whole, but feature options are related to a specific course only.
