Sync Categories on a Course Template

We use Sapphire for our SIS. This year we developed a Course Template and have it linked through the Admin account to populate for all new courses created.
I would like to have the SIS Categories already synced in the template course when the new courses are created so that each individual teacher does not need to complete this task for each course they teach.
Without Sapphire being live yet, (this triggers the new account creation) how can I sync the SIS Categories in Canvas through the Template course so that it will roll out to every new course?
