I would like to know if it is possible to set the start and end dates of a section when creating it and assigning students and an instructor so that, on the first day of the course, the instructor automatically receives an email with the list of enrolled students.
The idea is that the instructor automatically receives an email with the list of students in their class on the first day of the course.

I do not believe it is possible to just have Canvas send the instructor an email with all the enrolled students in their course. Instructors however are able to go into their course settings and click on each section to see who is enrolled in each section, or they can click 'People' via their course navigation to see who is enrolled in the course, in what section and with what role.
However, if you're using a SIS and it's synced with Canvas, depending on what SIS you're using it might be possible to send something out to your instructors with all their students on it, but it would come from the SIS and not Canvas. The information though should still be the same if everything is synced over correctly.
