Turn Off Ability to Retitle Messages Sent Via "Messages Students Who" Functionality

I need to turn off the ability for users to retitle messages sent via the "Message Students Who" functionality in the gradebook.

There currently is not an account/admin setting to hide or turn off the "Subject" field on the Compose Message screen in the Gradebook.
