A few users in our district don't get the option to resize images by dragging the corner of the images in the rich content editor. We have tried multiple browsers and different file types but specific users are unable to resize while most users are. What could be causing this?

Although it can be done, I hardly ever recommend resizing images directly in the RCE (Rich Content Editor) of Canvas. The reason for this is that if you had uploaded a large image (let's say it's several MB in file size), if you then load that image onto a page in your course and then resize it (scale it down to something smaller), the file size never changes. The image size may change, but the file size does not. And, if you were to enlarge the image, you may start to see the image become pixelated and distorted. So, what I always recommend is to do any image editing (including scaling the image up/down) in an offline setting using image editing software on your computer. For example, you could use the Windows Paint program (or the Mac equivalent). Then, re-upload that file to your course, insert it into your content page, and you're done. No need to re-size because you've done it offline.

While I wholeheartedly agree with @Chris_Hofer , I do sometimes need to tweak the size of an image just a little bit once it's uploaded.
Have the affected teachers run the check system on this page? Perhaps they need Java or JavaScript enabled.
Have you tested if the affected teachers experience the same issue if they use a different computer, say one that you know other teachers have used successfully?
I don't see how this could be anything but a software or hardware issue.
I agree with @gnoack, I can't imagine there is any way this issue would be tied to a user/user account. One thing that crossed my mind is whether the affected users are embedding their images manually or in some unusual way that's throwing off the RCE. @HollyBerndt, have you been able to resize the exact same content with one user (maybe an admin) but not another, or have you just been trying different users with their own content? That could be the key difference...
