How can I view quiz submissions of second attempt as the teacher if the course already concluded?

Thank you for contacting the Canvas Community. We're sorry to hear you've been experiencing issues with viewing second attempts for students. You should be able to view any and all attempts in a course for a student via the speedgrader. There is a dropdown in the top right corner:
If the course has been concluded and the school is restricting all access to submissions or grading, etc. which technically they can do given the settings and permissions for grading periods, you'd need to speak with the school directly who can then change the settings temporarily or grant you access, or even download all submissions and give to you in a file. Hopefully this helps!
