Want ability to turn off student comments on assignments

I want the option to turn off student's ability to make comments on assignments, or if this cannot be done, I want to disable the ability to attach files to comments.  Students use comments to turn in assignments after the due and late date, which is not allowed by me.

Please add this functionality into our course or assignment set up.  Thanks
